FEDERAL STANDARD 595 - Fed Std 595 originated in the US Military and is still used there as the primary source of colour reference. The official name is 'Federal Standard 595B - Colors Used in Government Procurement'.
Its origins reach back to World War II when a problem of providing exact colour spec to equipment subcontractors on the other side of the World.
